The 27-meter hilltop pagoda that gave Phnom Penh its name, tied to the legend of Lady Penh. Climb the naga-lined staircase to the white-and-gold stupa and prayer hall, and keep food and bags secure around the resident monkeys; early morning or late afternoon is cooler.
